Total quality in higher education institutions depends largely on the quality of their faculty members, who are considered the central and most influential component in ensuring the quality of educational programs and activities across various objectives. The presence of distinguished faculty members, effective administration, and solid infrastructure positively impacts the internal and external efficiency of academic programs.

Therefore, developing the competencies of faculty members in Libyan universities has become a necessity imposed by the rapid changes and challenges of the modern era. Despite this fact, the development process and its implementation mechanisms in Libyan universities still lack in-depth academic and field research.

From this standpoint, the importance of this study emerges, aiming to investigate the process of enhancing faculty performance in Libyan universities in light of total quality standards – with the University of Aljabal Algharbi as a case study.

To achieve this goal, the study adopted a mixed-method approach, including:

  • A comprehensive literature review of previous related studies to provide a broader and more realistic framework for understanding quality in Libyan universities and the challenges of its implementation.
  • A qualitative approach using open-ended interviews to examine the current state of faculty performance and the extent to which total quality standards are applied to develop their competencies at the University of Aljabal Algharbi.
  • A quantitative approach through the use of questionnaires to observe and analyze the actual performance of faculty members at the university.

Among the key findings of the study is the formulation of strategies for implementing professional development programs for faculty members in Libyan universities. These programs aim to enhance performance and build skills in teaching, scientific research, community service, administration and leadership, and personal development—thus contributing to the achievement of the university’s strategic development goals.
