The mechanism of administrative contracting in the Libyan state has undergone several administrative procedures aimed at its development. However, these procedures have often been partial, marginal, and sometimes improvised changes, without relying on an integrated approach from administrative thought or adopting a cumulative team-working method that enables effective change and development management.
As a result, many projects continue to face persistent problems, and there is an overlap to the point of conflict between the legislations regulating administrative contracts. This situation makes partial or marginal improvements to the current administrative contracting mechanism ineffective.
Therefore, radical change and rebuilding from scratch of this mechanism are imperative. This necessity urges the adoption of a comprehensive approach to change and development management that works to implement fundamental changes in the administrative processes followed in administrative contracting
