This study aims to examine the impact of a set of key cultural factors on the total quality management (TQM) of human resources in Libya.
Cultural differences sometimes lead to variations in how different societies accept administrative policies and methods. They may also result in differences in the success or acceptance of implementing a policy, method, or standard across different cultures.
In recent years, the concept of Total Quality Management has emerged as one of the most important indicators of corporate effectiveness.
This raises the question: Can these standards be applied across various countries and achieve the same results and objectives? Or do cultural differences influence these standards, affecting their implementation and outcomes?
This study aims to highlight the impact of several key elements of administrative culture on the total quality management of human resources in Libya.
The cultural elements studied are:
- Power Distance
- Uncertainty Avoidance
- Social Integration
The field study sample includes three groups:
- One from a government administrative unit in the city of Benghazi,
- The second from a major construction company operating in the public business sector,
- And the third from a large industrial company in the private sector
