The digital revolution, represented by advancements in information and communication technologies, has transformed numerous concepts in administration, urban planning, and marketing. Most technologically advanced countries now rely heavily on information systems, integrating this technology across the majority of government and private institutions—especially administrative bodies that provide public services to citizens. Many of these entities are now directly connected via computer networks.
Developing countries, including Arab nations, have recognized the importance of information systems. Many of them, to varying degrees, have begun to adopt these technologies to benefit from their scientific, economic, and urban advantages.
Currently, most government administrative bodies in Arab countries are facing intense pressure to confront the challenges posed by this technological transformation. The profound impacts that modern information systems can have across all areas of development have become evident. It is no longer possible to think about development—whether in urban, social, or economic sectors—without paying serious attention to issues related to information systems and their resources.
